United for Children began in 2012 in the St. Paul’s Area of Norfolk as an initiative to bring public and private partners around the table to break the cycle of intergenerational poverty. For the purposes of shared measures, the St. Paul’s Area is defined as three neighborhoods: Tidewater Gardens, Calvert Square, and Young’s Terrace.

Kindergarten Readiness
Kindergarten readiness data in prior years has focused on literacy proficiency via PALS testing. Recent literacy scores (2018-2019) within individual schools include proficiency rates of 85% (Jacox Elementary) and 86% (P. B. Young Elementary). As of Fall 2019, county-level reporting across multiple domains is now available as a result of the Virginia Kindergarten Readiness Program (VKRP). Fall 2019 VKRP scores for Norfolk include: Literacy (83.3%), Math (72.3%), Social Skills (72.2%), and Self Regulation (77.0%). Overall, 50.5% of students met benchmarks across all four domains.
Third Grade Reading
This indicator displays the percent of Norfolk Public Schools students s who achieved proficiency in Reading on standardized testing during third grade. Students are assessed annually in grades 3 - 8 using Standards of Learning (SOL) assessments to measure reading proficiency.
